We are accepting applications to fill current vacancies for the position of Utility Clerk, Departmental in the Social Services and Probation Departments. There is one (1) vacancy located in Santa Barbara for the Social Services Department AND one (1) vacancy located in All Locations for the Probation Department. Applicants interested in the Probation Departmentmust be available and willing to work at All Locations throughout the County. Applicants may select the department(s) of interest in the Supplemental Questionnaire section of the job application.

  • Vacation: 12 to 25 days per year depending on length of public employment.

    Position: Under general supervision, delivers mail and supplies to departmental facilities; performs storekeeping and inventory maintenance, and minor maintenance repair duties; and performs a variety of related duties as required.
    Ideal candidate will possess:

    Examples of Duties
  • Collects, weighs, meters, and pre-sorts first class, registered, and certified mail; delivers and distributes incoming and outgoing mail; provides shipping and receiving of United Parcel Service mail; following a prescribed route, provides courier services for furniture, equipment, medical supplies and items, records/files, and mail between department facilities using a car, light truck, or van; may occasionally transport departmental staff to sites in the county.
  • Orders, receives, unloads, inspects, returns, shelves, packs, and labels supplies and equipment; rotates, issues, and delivers requisitioned stock; using a computer, enters data to maintain a record of supplies, equipment, and forms; annually performs fixed asset inventories; operates a fork lift to deliver or move supplies and equipment.
  • Responds to requests from staff for building or office repairs; identifies supplies, equipment, and buildings needing maintenance and repairs and notifies supervisor; performs minor supply, equipment, and building repairs; reconfigures office furniture as directed; writes or types work orders, and materials requisition forms.
  • Lifts, moves and transports heavy and/or bulky furniture and household appliances.
    Employment Standards
  • One year of experience performing one of the following: mailroom services; courier/delivery services; storekeeping; or shipping and receiving; OR,
  • A combination of training, education, and experience that is equivalent to the employment standard listed above and that provides the required knowledge and abilities. Additional Qualifications: Possession of a California Class C Driver's License is required at the time of appointment and must be kept valid throughout the term of employment. Some positions in this class may require the incumbent to obtain a Class B license.

    Knowledge of: Basic recordkeeping and arithmetic; safe work and driving practices.

    Ability to: Read and carry out written and oral instructions; learn storeroom and inventory control procedures; learn to make minor building maintenance repairs; maintain computerized records, reports, and forms; pay attention to detail; learn to operate office equipment and hand tools; learn a variety of routine duties; write simple notes; observe safe work and driving practices; learn to operate fork lift; and maintain good working relationships with staff and the public.
    Supplemental Information
    Working Conditions: Incumbents in some positions may be exposed to a variety of hazardous and/or unpleasant field conditions, including wet, rainy, cold or hot weather, vermin, and exposure to chemicals. Work in some positions may require various types of physical exertion, such as: prolonged bending, stooping and lifting; carrying and moving heavy objects such as refrigerators, sofa beds and appliances over uneven surfaces, such as down staircases and through narrow hallways; lifting heavy items above and below shoulder height; walking, standing, and reaching, sometimes for extended periods. APPLICATION & SELECTION PROCESS:

  • Review applications and supplemental questionnaire to determine those applicants who meet the employment standards.
  • Supplemental Questionnaire Ranking: Responses to the required supplemental questionnaire will be evaluated and scored. A candidate's final score and rank on the eligible list will be determined by the information provided on their supplemental questionnaire. This process may be eliminated if there are fewer than 12 qualified candidates. Candidates must receive a percentage score of at least 70 on the Supplemental Questionnaire Ranking examination to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive an email notice of their score on the exam(s), rank on the employment list, and exact duration of the employment list. Human Resources will notify you by mail if your name is removed. Placement on Employment List & Selection Interview by Hiring Departments: If placed on the employment list, you will be notified by the Human Resources Department. The hiring department will receive at least the candidates that are ranked in the top 10. The hiring departments may decide which of those candidates they will reach out to interview.     The Public Health Department (PHD) requires all employees working in direct contact with patients or clients in a high-risk environment to comply with the PHD Employee Immunizations policy. This can be accomplished by providing documentation of immunizations, submitting laboratory immune titers demonstrating adequate immunity, or obtaining required vaccinations. A list of requirements, based on the specific program, will be sent at the time an offer letter is presented to the selected candidate(s) and initial documentation will be required at this time.

    Disaster Service Worker: Pursuant to Governmental Code section 3100, all employees with the County of Santa Barbara are declared to be disaster service workers subject to such disaster service. Activities as may be assigned to them by their superiors or by law.

    The following process is used for the Probation Department:

  • Personal History Questionnaire (PHQ). Once candidates are placed on the employment list, the Human Resources Department will email candidates a notice regarding completion of a Personal History Questionnaire (PHQ). Candidates who pass a PHQ and are in the top certified group will have their applications sent to the hiring department for consideration. Candidates who advance in the selection process will advance to the next step and attend a selection interview with the hiring manager(s). Candidate(s) selected for a position will advance to the background process which includes the following:
  • Polygraph Examination: measures the accuracy of information disclosed on the PHQ and during the background investigation.
  • Background Investigation: includes an interview and in-depth background investigation of arrest records, personal, military, credit, and employment history; inquiry of persons who know you and evaluate whether you respect the law and rights of others; are dependable and responsible; have demonstrated mature judgment in areas such as the use of drugs and intoxicants; are honest; and a safe driver.
  • Live Scan: Electronic fingerprint scanning that is certified by the State Department of Justice. Conditional Job Offer: Once a conditional offer of employment has been made, candidates will be required to successfully complete a background check, which includes a conviction history check, and satisfactory reference checks. Appointee will be subject to a post-offer medical evaluation or examination. The appointee must satisfactorily complete a one-year probationary period.
