Under general direction from the City Engineer and the Airport
Director supervises, assigns and reviews the design and
construction of Public Works projects at the Santa Barbara Airport
(SBA). Oversees the work of consultants, contractors, and technical
staff in the design and construction of public improvements and
capital maintenance projects. Manages and participates in the
preparation of plans, specifications, cost and quarterly estimates,
and bid documents; negotiates terms and fees and approves
contractor and consultant pay requests. Prepares analytical and
statistical reports, grant applications, and outside consultant
contracts; manages, coordinates and schedules projects and oversees
the maintenance of records, maps and construction project
documents. Participates in budget preparation and administration,
prepares cost estimates, monitors and controls expenditures, tracks
staff time and budgets. Responds to public-information inquiries
and complaints. Solves controversial and complex technical and
logistical problems for engineering staff, developers, builders,
and the general public. Must have a strong background in Airport
construction projects; must be very familiar and experienced with
Airport and Federal Aviation Administration rules and regulations.

KNOWLEDGE OF: Principles of supervision, training, and
performance evaluation; modern office practices, including computer
operations, software and applications. Principles and practices of
engineering design. Principles and practices of civil engineering,
administration, project and construction management, especially as
relates to Airports; and technical report preparation. Mathematics,
as applied to engineering work. Terminology, methods, practices,
and techniques used in technical civil engineering report
preparation. Principles and practices of budget preparation and
control. Principles of mathematics as applied to engineering work.
Recent developments, current literature, and sources of information
regarding civil engineering. Pertinent Federal, State, and local
laws, codes and regulations and their application to engineering
and the City's review and permitting process. Understanding of
Federal Aviation Administration Advisory (FAA) Circular's
pertaining to airport design, engineering and construction
ABILITY TO: Plan, organize, supervise, train, and evaluate the
work of professional and technical staff. Build an efficient team
with the ability to provide excellent service to the public. Manage
large and complex engineering projects, coordinate phases of
construction projects and prepare and maintain technical
engineering records and comprehensive reports. Prepare, review, and
modify civil engineering plans, designs, and specifications.
Conduct engineering studies, develop appropriate recommendations,
and perform technical research. Analyze problems, identify
alternative solutions, project consequences of proposed actions,
and implement recommendations in support of goals. Exercise
professional engineering judgment to achieve results consistent
with objectives. Establish and maintain effective working
relationships with those contacted in the course of work.
Communicate clearly and concisely, both orally and in writing.
Professionally represent the City of Santa Barbara and SBA to the
public, including at public meetings.
EXPERIENCE / EDUCATION: Four (4) years of increasingly
responsible engineering experience including some lead supervisory,
project management, and/or design and construction experience with
complex capital improvement projects. At least three (3) years of
experience working primarily on projects regulated by the FAA is
preferred. A Bachelor's degree from an accredited college or
university with major course work in engineering or a related
LICENSE, CERTIFICATION and OTHER REQUIREMENTS: Must possess a
valid CA driver's license at time of appointment. CA registration
as a Professional Engineer (PE) ishighly desired.
