Specialist II Department: All Sites Reports To: As Assigned by
Program Director POSITION SUMMARY Provides Benefits Specialty
services to clients assigned to individual caseload. HOURS 8 per

Continuing Education Opportunities GENERAL DUTIES In addition to
the duties outlined for Benefits Specialists I: Establishes and
keeps current a resource file/directory of information regarding
available programs, services, contact persons and avenues of access
in the community and current trends of knowledge regarding
HIV/AIDS. Makes this resource available to new Benefit Specialist.
Assists with orienting new Benefits Specialists to program’s
policies and procedures. Able to act in a leadership capacity when
assigned by Supervisor/Director. Develops and submits accurate
reports regarding program activities, client’s served, caseload and
other information as needed. Thorough knowledge of program’s
reporting database and is able to generate needed reports when
assigned by Supervisor/Director. Utilizes independence within
outside entities or client’s home when arranging for client
interviews, taking into consideration safety issues and special
circumstances. Assigned to attend community meetings and Tasks
Forces, and will represent TTC appropriately. Respects the inherent
dignity of each person living with HIV they serve. Services will be
client driven, aiming to increase a client’s sense of empowerment
and self advocacy. All HIV Benefits Specialty services will be
culturally and linguistically appropriate to the target population.
Knowledgeable about the HIV disease process and the psychological
effects of living with HIV, as well as the co-morbidities of
substance abuse and mental illness and their effects on the
management of the HIV illness. EXPERIENCE (all programs) Benefits
Specialist II - At least one year experience as a Benefits
Specialist AND have at least 2 of the 5 following certifications:
SSA SOAR certification, OAPP Benefits Specialty certification,
CARE/HIPP enrollment certification, ADAP enrollment certification,
Medi-CAL enrollment certification. Bilingual English/Spanish
preferred LICENSES/CERTIFICATES (all programs) Expected to obtain
program specific enrollment worker status or certification within
three (3) months of being hired. LICENSES/CERTIFICATES (HIV
programs) Expected to successfully complete the Office of AIDS
Program and Policy (OAPP) Benefits Specialty Certification Training
Program within three months of being hired. In addition, Specialist
will successfully complete certification in CARE/HIPP and ADAP
within six months of being hired, as well as any requisite training
as appropriate unless otherwise indicated by program’s Director.
