Job Description:

This position provides the vision, leadership, strategy, and general management to support strategic advancement and operational excellence for CenCal Health to ensure its long-term success and growth. This role will have overall responsibility for leading a multi-functional team including those managerial and support processes responsible for strategic planning, process excellence and consult with Human Resources on organizational development.

  • Officer of CenCal Health, with executive oversight of strategic planning and deployment, consult on organizational development and responsible for process management and process improvement.
  • Provides consult to and supplies information to human resources, training and development and program and project (PPM) management, although does not direct these functions.
  • Remains alert to trends and future federal and state policies, programs and initiatives as they relate to changes which might impact the business.
  • Maintains close working relationship with other members of the Executive Leadership Team.
  • Leads by example, coaching, counseling and mentoring, and developing others.
  • Fosters an environment of high performance and accountability and ensures a high level of morale, ethics and integrity Strategic Development Accountability
    • Plans and guides all aspects of the organization's strategic development function, including strategic planning and deployment.
    • Designs and maintains inclusive and collaborative organizational strategic planning and deployment processes
    • Facilitates or supports the organization's strategic planning process resulting in informed, adopted and actionable organizational strategy. Manages external consultants involved in Strategic Planning, including statements of work and schedules.
    • Provides organizational performance information to Human Resources to support the annual organizational goal-setting process to ensure alignment of strategic priorities and to help leadership track organizational performance progress, adapt approaches as needed, and evaluate and assess resources as needed.
    • Collaborates cross-functionally to support design, development and deployment of strategic and operational initiatives; identifies internal best practices and ensures processes for program-wide adoption.
    • Develops and oversees tools and processes to------ monitor the effectiveness of strategy execution
    • Periodically leads special projects necessary to support the organizational strategy
    • Partners with cross-functional teams, committees and consultants to support execution of organizational strategy
    • Ensures coordination and collaboration of strategic meetings with all levels of leadership and internal and external stakeholders Process Excellence Responsibility
      • Plans and guides all aspects of the organization's process excellence function, including business process management and process improvement
      • Works with CenCal Health leadership and all levels throughout the organization to advance process excellence, acting as a subject matter expert
      • Develops and maintains an organizational performance strategy that supports alignment of resources and consults with key leaders in Human Resources, Finance and Operations (human, financial, capital, strategic) to advance organizational performance.
      • Responsible for organizational performance measurement, including collecting, consolidating and condensing process performance-related data
      • Collaborates with leaders and staff to design, implement and evolve CenCal Health Process Models and Dashboard
      • Partners to select, align and streamline data and metrics to facilitate the use of consistent information in measuring performance
      • Communicates CenCal Health organizational performance and capabilities to customers, regulators, staff and the governing board
      • Provides information and analysis to help guide organizational improvements, enabling leaders to understand current state, challenge assumptions, and engage in innovation and redesign with a growth-orientation
      • Partners with cross-functional leaders to drive process improvement and innovation within their departments and organization wide.
      • Periodically leads special projects necessary to support process goals through improvement initiatives and working groups, bringing together multiple departments to implement new systems and tools, or to drive high priority projects
      • Advances organizational performance, including sound management process and controls.
      • Provides executive leadership related to new business plans, policies, programs and projects to ensure high quality results Organizational Development Consultation
        • In collaboration with the leader of Human Resources, consults on organization's organizational development function, including organizational, group and individual assessment and intervention. Provides information to Human Resources on organizational performance for intervention planning.
        • Assesses organizational design attributes to align with environmental conditions and makes recommendations on organizational development approaches at the organizational, group and individual level. Partners with Finance and Human Resources on all approaches.
        • Co-defines and collects key performance metrics to enable accurate and valid measurement of organizational and process performance.
        • Partners cross-functionally to support adoption and execution of interventions responsive to organizational and group assessments across people, process and technology domains.
        • Promotes alignment between departmental/unit planning and organizational strategy, goals, and execution priorities
        • Collaborates with, coaches and advises leadership on planning practices and principles to support the integration and continuity of CenCal Health operations
        • Champions change management approaches to support the Senior Leadership Team, including collaboration with leadership in Human Resources, Finance and Operations amongst others.--
        • Consults on organizational performance data and operational assessment to support Human Resources in the availability of a skilled, mission driven, motivated and effective workforce--

                      • Strong knowledge of the California Medi-Cal program and entitlement programs;
                        • Knowledge of the Santa Barbara and San Luis Obispo county medical community preferred
                        • Thorough knowledge of operations, compliance, and regulatory obligations;
                        • Thorough knowledge of health care fiscal principles and operations;
                        • Thorough knowledge of federal/state and administrative requirements;
                        • Working knowledge of quality and performance improvement processes at a health plan and in provider organizations;
                        • Working knowledge of public policy and regulatory issues in health care;
                        • Working knowledge of customer service and quality improvement methods;
                        • Knowledge and understanding of the use of data in exploring opportunities for improvements (i.e. NCQA accreditation and CalAIM)
                        • General knowledge of MIS applications in health care systems;
                        • Ability to communicate effectively both orally and in writing to develop and maintain critical internal and external relationships
                        • Ability to assume responsibility and exercise good judgment in making decisions within the scope of authority of the position;
                        • Ability to effectively prioritize multiple tasks and deadlines;

                          • Cross functional implementation of theory, principles, and best practices from across the health industry in order to improve execution of strategies and deliver high quality experiences Qualifications Education Preferred Bachelors or better in Organizational Leadership or related field. Masters or better in Organizational Leadership or related field. Experience Preferred 10 years: Medi-Cal Managed Care Experience 5-7 years: Senior Leadership Experience 3-5 years: Demonstrated success in overseeing operational effectiveness and improvement initiatives at the organizational level.
