Summary of Job Duties
(Note: This summary will be used for keyword search) GENERAL SUMMARY OF DUTIES AND RESPONSIBILITIES :

Under the direction of the Vice Chancellor of Administrative Services and the Locally Designated Official (LDO), the Ethics and Compliance Manager provides strategic leadership and coordination over ethics and compliance risk management activities across the UC Santa Barbara campus. The Ethics and Compliance Manager serves as a strategic advisor to the Vice Chancellor of Administrative Services and works collaboratively with system-wide and campus leadership and stakeholders to identify and highlight critical compliance and other risks facing the campus. Collaborate with campus leadership in developing mitigation strategies to ensure a high level of compliance. Works with campus leadership to promote a culture of accountability, ethics, compliance, and risk intelligence, and advises leadership and other stakeholders on issues of significant consequences and risk to the campus. Oversees compliance governance, policies and procedures, training and education, communication and reporting, internal monitoring, and Improper Governmental Activities/Whistleblower investigations.

Manages the campus-wide Enterprise Risk Management (ERM) program and annual compliance plan. Establishes campus-wide goals and objectives, in collaboration with the campus Ethics and Compliance Risk Committee. Drives continuous improvement work to achieve a "best practices" standard in all areas of compliance. Determines long term and short term strategic plans to achieve the objectives. Functions with significant autonomy.

Oversee incoming reports of Improper Governmental Activities and campus Whistleblower complaint investigations through the work of the Senior Campus Complaint Investigator.

The effort assigned to job responsibilities may shift in response to changing goals and objectives and the demands of system-wide and campus-wide compliance initiatives.

Minimum Requirements
Bachelor's degree in related area and/or equivalent experience/ training and progressively responsible compliance management-related experience.

Broad and thorough knowledge of the compliance and ethics profession, theories, and standards; expert knowledge of professional compliance and investigation standards; and ability to apply policy and legal concept to issues.

Commitment to the highest ethical and professional standards and ability to serve as a guidepost for the UC Santa Barbara ethics and compliance community.

Ability to support the culture of the institution as it relates to risk tolerance.

Demonstrated capacity to anticipate obstacles, plan for contingencies, and skill in effective problem solving and decision-making.

Demonstrated excellent written and oral communication skills. Ability to communicate complex information to all levels of management and administrators in a clear and concise manner both written and verbal.

Demonstrated advanced organization and project management skills. Effective skills in tracking effort and project progress. Demonstrated attention to detail. Ability to manage multiple, concurrent priorities.

Proven leadership ability. Ability to work independently and within a team environment. Ability to share information and build consensus across stakeholders.

Ability to supervise support and professional analyses functions for compliance and ethics programs.

Ability to demonstrate professional judgment in the supervision of projects and staff.

Strong customer service orientation and demonstrated ability to establish trust and credibility with stakeholders and senior management.

Excellent interpersonal skills to work independently with all levels of University personnel, including management and faculty, and to facilitate agreement on issues and corrective actions.

Desirable Requirements
Knowledge of university shared governance, academic freedom, and an understanding of the institutional complexities of a research university.

Knowledge of University of California ethics and compliance policies, procedures, and programs.

Skills and experience in mediation, negotiation, conflict management and resolution.

Professional compliance certifications.

Advanced degree in related field or Juris Doctor (J.D.) degree.
