Job Description:

L3Harris has an opening in the project engineering organization within the Seabed Systems (SBS) site located in Santa Barbara, CA. This L3Harris site, previously known as MariPro has been growing in business since the 1960s. SBS is a supplier of long life undersea sensor and communication systems for the U.S. and foreign Navies, commercial, academic, and scientific customers.

The Project Engineering (PE) role is a leader as a technical project and program manager that is accountable to both the engineering organization and the program manager.

The ideal candidate for this position comes from a background in systems engineering, engineering IPT lead, operations product manager, or technical program manager.

This position seeks a career professional with knowledge of program and project leadership and broad knowledge of engineering principles. The project engineer manages complex projects with general oversight and has direct support of the program manager, Sr. Manager Project Engineering and Director of Engineering. The Project Engineer communicates within engineering but serves as the communication point outside of own function to gain cooperation on operational processes, practices, and procedures. Makes moderate to substantial improvements to systems and processes. Contributes to achievement of departmental goals and operating plans with direct impact on the departmental results.

The position is largely independent, but is performed with some general oversight. Projects managed will range from the $50M-$300M and will require engineering development and manufacturing efforts. Role will include incorporating best practices, and may require coaching and training to other employees.

The PE works and leads to program goals, milestone deliveries and customer satisfaction. This position supports budget and proposal development in multiple phases of a program life cycle.

Essential Functions:

  • Lead/oversee the day-to-day program execution effort
  • Develop and track progress of a program development and execution schedule in coordination with the scheduler
  • Ensure engineering resources are assigned in order to execute program tasks to cost and schedule. When necessary engage with individuals and functional leadership to resolve gaps.
  • Identify improvement projects within the department and program to mitigate risk, seize opportunities and/or reduce cost
  • Proactively manage cost and schedule issues throughout the lifecycle of the assigned program
  • Coordinate with functions outside of engineering such as operations and engineering to meet program goals
  • Lead efforts to identify all project impacts from changes in terms of cost and schedule and efforts
  • Support reviews of presentations to customers and local leadership
  • Lead multi-disciplinary teams of engineers towards a common goal by communicating and setting program execution goals and plans
  • Works with Work Breakdown Structures (WBS), Organizational Breakdown Structures (OBS), and change management within the Program Management Baseline (PMB)
  • Ability to travel occasionally may be required as program and project goals mature
  • Ability to obtain and maintain a U.S. DOD Secret security clearance Qualifications:
    • Bachelor's Degree and minimum 6 years of prior relevant experience; or Graduate Degree and a minimum of 4 years of prior related experience. Technical degree discipline in engineering or science. Preferred Additional Skills:
      • Active security clearance is preferred
      • High degree of computer proficiency, experience with MS Project and MS Office suite of programs
      • Understanding of a work breakdown structure (WBS), product breakdown structure (PBS), delegation and managing tasking of work
      • Leading meetings, and developing closed loop action item systems to ensure team performance
      • Excellent communication skills - able to right-size complex internal requirements into digestible information for executive leadership, and individual engineering tasking
      • Cross functional leadership - understanding and performing within the multiple roles of a matrix organization
        In compliance with pay transparency requirements, the salary range for this role is $100,000 - $186,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
