The Public Health Department (PHD) is accepting applications to
fill one part-time Chief Correctional Health Medical Advisor
vacancy in Santa Barbara or Santa Maria. The County classification
title is Correctional Health Medical Director. This position is
At-Will and exempt from Civil Service protections.
Please Note: The selected candidate will be working in County Jails
and Juvenile Facilities and will need to travel between different
facilities within Santa Barbara County.

ABOUT THE DEPARTMENT: Public Health Department: Our mission is to
improve the health of our communities by preventing disease,
promoting wellness and ensuring access to needed health care, and
our vision is healthier communities through leadership, partnership
and science. With a staff of 500+ and a budget of approximately $83
million, Public Health serves a population of about 420,000
residents in Santa Barbara County.
THE POSITION: The Chief Correctional Health Medical Advisor is a
senior-level manager in the Civil Service system and reports to the
Public Health Department's Chief Medical Officer. All County
leaders are expected to uphold the values of accountability,

effective and ethical leadership; creatively and strategically
plan, develop, and implement programs that use human and financial

and data; and efficiently use public resources.
The County of Santa Barbara Public Health Department is seeking a
highly motivated physician to monitor healthcare delivery within
the County jail system and Juvenile Hall and advise the Sheriff,
Chief Probation Officer, Public Health Chief Medical Officer and
the Public Health Director on the performance of contracted jail
healthcare providers. The Chief Correctional Health Medical
Advisorwill play a pivotal role in ensuring the delivery of
high-quality healthcare services to incarcerated individuals
through a third-party contractor while maintaining compliance with
relevant regulations and standards.
The Chief Correctional Health Medical Advisor will be responsible
for monitoring and coordinating oversight of all clinical and
related activities of the Jail Health Contractor clinical staff to
implement NCCHC and evidence-based standards of healthcare (e.g.,
medical, dental, mental health, ancillary services etc.) for the
inmate population and provide ongoing advisement and report to the
County Sheriff, Probation, Behavioral Wellness and Public Health
Departments, in addition to the Jail Health Contractor.
The Ideal Candidate will possess:
Possession of the core competencies listed here and the ability to
immediately demonstrate these competencies consistent with the
position's level in the leadership series and the specific work
assignment; AND
Possession of a valid Certificate as a Physician or Surgeon issued
by the State of California; AND
Knowledge of: advanced principles and practices of modern medicine,
medical diagnosis, and treatment; community resources in medical
treatment; American Medical Association ethics and standards;
pharmacology, including laws regarding informed consent, dosage
ranges, drug incompatibilities, and side effects; ICD-10 and CPT
coding and billing principles; clinical supervisory principles and
practices; health care management practices and principles; peer
review process; development of medical policies, procedures, and
protocols; principles and practices of training; and standard
English grammar and usage.
Ability to: learn and apply principles of staff supervision and
performance evaluation; assess symptoms and make an accurate
diagnosis; prescribe treatment appropriate to the patient's
condition and situation; communicate effectively in both verbal and
written formats; establish and maintain effective relationships
with staff, patients, the public, other community providers, and
other County employees; and interact with clients from diverse
socio-economic backgrounds.
Desirable Qualifications: Previous experience supervising
physicians is highly desirable. The ability to read, write, and
converse fluently in Spanish and English, and experience working in
correctional health is also desirable.

Disaster Service Worker: Pursuant to Governmental Code section
3100, all employees with the County of Santa Barbara are declared
to be disaster service workers subject to such disaster service.
Activities as may be assigned to them by their superiors or by
law.
